Monitoring and Evaluation Officer Job in Nairobi Kenya

Position Objective

The Monitoring and Evaluation Officer is responsible for the development of monitoring and evaluation (M&E) strategy and capacity for the Solidarites International Kenya / Somalia program.

The M&E officer will also assist in the development of Solidarités International’s remote management model for Somalia programs.

Note: The Responsibility for Monitoring and Evaluation of program activities remains the primary responsibility of all the persons directly involved in the implementation of the activities and particularly of Field Coordinators, DCD Kenya and DCD Somalia.

Hierarchy
  • Under the direct responsibility of the Country Director
  • Close functional links, but no hierarchal link with the program staff in Kenya and Somalia.
List of main tasks include, but are not limited to the following:
  • Development of separate M&E frameworks for Kenya and Somalia programs. This will encompass monitoring of internal processes, impact indicators and risk factors.
  • Review and develop of additional M&E tools and processes where needed and to revise existing tools where appropriate (this will also include recommendations for adjustments to admin or logistics tools/processes where appropriate).
  • Lead the development of specific M&E workplan for each project, with technical inputs by the Technical coordinators
  • Conduct regular monitoring of the M&E workplan for each project and alert the Coordination team to any shortcomings or concerns via a monthly M&E report
  • Build capacity of staff through training and support for effective implementation of the M&E systems, including information gathering, follow up and post implementation monitoring.
  • To develop a simple activity mapping methodology for use by field teams, including the capture and presentation of basic information on activities (location project name, Donor, photographic evidence, implementation dates etc.)
  • To liaise effectively with Solidarites program, finance, logistics and management teams.
  • To represent Solidarites International when required with external actors including donors and UN/NGO partners
  • Ensure timely and accurate reporting as agreed with the Country Director
  • Assist with any other duties assigned by the Country Director.
Qualifications and experience requested:

Education:
  • Relevant university degree, preferably in social sciences, international relations and/or development or other relevant discipline.
Experience:
  • At least 1 years experience in voucher programming
  • At least 2 years experience in project review and evaluation.
  • Working knowledge of UN partners and institutional donors
Other skills and competences
  • Excellent interpersonal, written and verbal communication skills
  • Strong analytical skills (qualitative and quantitative)
  • Good understanding of various donor and UN agencies funding priorities and requirements
  • Political and cultural awareness of the Somalia context
  • Excellent communication and training skills
  • Calm and diplomatic.
  • Ability to motivate others to adopt new ideas and bring about change
  • Natural ability to connect with other stakeholders and team members
  • Strong capacity to work with initiative and without close supervision
  • Good multi-tasking skills
  • Ability to work effectively in a multicultural team
  • Ability to meet strict deadlines
Languages: English (working language).

Computer skills :
  • Excellent competency in MS Word and Excel.
  • Good working knowledge of at least 1 statistics application (SPS etc)
