Mandera County
To enable effective 
carrying out of State Organs, the county Government Act No.17 of 2012 
has established the County Public Service Board which shall be 
responsible for the following functions: establishing and abolishing 
offices in the county, appointing persons to hold positions or act in 
these offices, disciplinary control to persons holding or acting in 
these positions, preparing regular reports for submission to county 
assemblies, promotion of county public service values and principles 
referred to in article 10 and 232 of the Constitution 2010, advising the
 county government on human resource management and development and on 
implementation and monitoring of national performance management systems
 in counties.
 
Chapter 58 of the Act 
further states that the County Public Service Board shall compromise a 
Chairperson, not less than three and not more than five members and a 
Certified Public secretary, all nominated and appointed by the County 
Governor with the approval of the County Assembly.
 
Pursuant to this 
constitutional provision, the selection panel for the appointment of 
chairperson and members of Mandera County Public Service Board wishes to
 invite applications from suitably qualified persons who wish to be 
considered for the position of Chairperson, Member and Secretary.
 
For appointment to the position of Chairperson of the Board a candidate must:
- Be a citizen of Kenya
- Hold a Bachelors degree from a recognized University in Kenya (Master’s degree is an added advantage)
- Have at least ten years relevant professional experience, five years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector
- Posses knowledge of the organization and functions of Central and County Government
- Demonstrate thorough understanding of National goals, policies and developmental objectives including the Kenya Vision 2030; and
- Meet the requirements of Chapter Six of the Constitution on leadership and integrity
Duties and Responsibilities
 
A Chairperson will be in charge of the Mandera County Public Service Board.
 
Specific duties and responsibilities will be to:
- Provide strategic leadership and policy direction for the Board;
- Establish and appoint offices in the County Public Service
- Exercise disciplinary control over and remove persons holding or acting in these positions
- Promote values and principles spelt out in Articles 10and 232 of the Constitution of Kenya in the operations of the Department
- Advise County Government on human resource management and development issues
- Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government on the recommendations to the Salaries and Remuneration Commission on behalf of the County Government on the remuneration, pensions and gratuities for County Public Service employees and
- Maintain effective collaboration and partnership with other organs of Central County Government amongst other duties
For appointment of the position of Member of the Board a candidate must:
- Be a citizen of Kenya
- Be in possession of Bachelors degree from a recognized University in Kenya
- Have at least five years relevant professional experience, two of which should have been in a leadership position in the Public Service or Private Sector
- Possess knowledge of the organization and functions of Central and County Government
- Demonstrate thorough understanding of National goals, policies and developmental objectives including the Kenya Vision 2030
- Meet the requirements of Chapter Six of the Constitution on leadership and integrity
Duties and Responsibilities
 
A Member is responsible to the Chairperson of the Board. 
In addition to assisting 
him/her perform duties listed in his/her profile, other specific duties 
and responsibilities will be to:
- Regularly attend and participate in board meetings and committee meetings where applicable
- Read, review and make decisions on requests, board minutes, annual reports, plans, policies, presented before it and
- Perform any other duty as assigned by the Chairperson from time to time
For appointment to the position of Secretary to the Board a candidate must
- Be a citizen of Kenya
- Be in possession of Bachelors degree from a recognized University in Kenya
- Be a certified Public Secretary of good standing in possession of CPS (K)
- Have at least five years relevant professional experience, two of which should have been in a leadership position in the Public Service or Private Sector
- Possess knowledge of the organization and functions of Central and County Government and
- Meet the requirements of Chapter Six of the Constitution on leadership and integrity
Duties and Responsibilities
 
The Secretary shall be the Chief Executive Officer and head of Secretariat
 
Specific duties and responsibilities will be to:
- Provide strategic leadership for effective delivery of Boards mandate as per mission, vision and strategic plan:
- Oversee management of the finances, preparation and submission of the Boards Annual Plans, Programes and estimates.
- Make regular reports for submission to the County Assembly on the execution of the functions of the Board:
- Execution of the decisions of the Board.
- Day to day administration of the Secretariat and welfare of staff
- Ensure staff compliance with public service values, principles and ethical standards
- Perform any other duty as assigned by the Board from time to time
Terms of service
 
A Chairperson and Member 
of County Public Service Board will serve for a non-renewable term of 
six years and may serve on part time basis
The Secretary to the Board shall hold office to a term of five years renewable once, subject to satisfactory performance this position is full time
The salary and other benefits attached to these positions will be determined by the Salaries and Remuneration Commission.
