Lutheran World Federation Program job in Kenya

The Lutheran World Federation / Department for World Service Kenya /Djibouti Programme is seeking to recruit a Kenyan national for the following position, to be based in Nairobi

Program Officer

The Program Officer (PO) based in Nairobi shall be responsible to and report directly to the Program Coordinator based in Nairobi or the person designated by him or her.

The purpose of the PO position is to provide technical support in the design, monitoring, reporting and evaluation of LWF refugee and development programs in Kenya and Djibouti, in line with LWF M&E systems and donor requirements. Guided by the DWS Country Strategy, the PC’s functions and responsibilities shall include, but are not limited to, the following;
  • To provide guidance in developing and to critique project proposals to ensure they meet LWF quality standards and donor guidelines and time frames.
  • To analyze and harmonize sectoral work plans to ensure that they incorporate important components including strategies, goals, objectives, indicators, output, outcome and impact – and to ensure that there is a coordination approach for planning though implementation between the different sectors
  • To be responsible for drawing up and updating the project planning cycle (that will form the basis for the systematic evaluation of the operational activities managed by the various sectors). To initiate the periodic review of the operational activities in coordination with the sector heads and to incorporate recommended actions of the strategic plan.
  • To participate in regular monitoring of the projects, to determine progress and emerging issues, through planned visits.
  • In collaboration with the Programme Coordinator the PO is responsible for organizing planned external monitoring and evaluation events, including preparation of the Terms of Reference for such consultants and review teams.
  • To assist in the preparation and review of reporting formats, as well as finalizing reports in accordance with the donor requirements and deadlines. These include the regular progress reports (e.g. monthly, quarterly, semi-annual), but also other reports including ‘feature’, ‘monitoring’ and ‘annual’ reports.
  • To make regular field trips/visit to Dadaab refugee camp at least one full week each month in order to liaise with the Sector Heads on project cycle matters, to review progress against work plans and to address any emerging program issues.
  • To assume such other responsibilities as may be assigned to her/him by the Programme Coordinator or the person designated by him/her.
Professional Qualifications
  • A University degree in education or the social sciences or relevant field from a recognized university.
Relevant experience and competencies
  • Several years of experience in a supervisory and managerial role in an emergency, disaster risk reduction or development program in East Africa.
  • Proven ability to cooperate well and build strong relationships with communities (refugees and hosts), donors, and Government Officials at local and central level.
  • Good knowledge of HAP standards, the SPHERE project and the Code of Conduct against Sexual Exploitation and Abuse of Power.
  • Knowledge of Kiswahili, French and any other relevant language (s) (e.g. Turkana, Somali) is an added advantage.
