The County Government of Samburu wishes to recruit competent and qualified persons to fill the following positions as per the constitution of Kenya 2010 under article 176 and County Government Act No.17 of 2012 section 45.


County Chief Officers
(9 Posts)
The Nine (9) posts will be for each of the following County Departments:
Finance, Economic Planning and Marketing.
Agriculture, Livestock, Veterinary and Fisheries.
Medical Services, Public Health and Sanitation.
Environment and Natural Resources.
County Transport and Public Works.
Education, Youth Affairs and Sports.
Co-operative Development, Tourism, Trade, Industry and Enterprise Development.
Physical Planning and Housing.
Culture, Social Services and Gender.

Terms of Service: Contract
Basic Salary: Kshs.120,270 – 196,270 p.m. House Allowance: Kshs.56,000 p.m. Other allowances: Kshs.20,000 p.m. Annual leave allowance p.a. Medical Cover.
Requirement for Appointment
Be a Kenyan Citizen.
Be a holder of at least a first degree from a University recognized in Kenya.
Satisfy the requirements of Chapter Six of the Constitution, and
Have knowledge, experience and a distinguished career of not less than Ten (10) years in the specific area.
Understands the diversity within the County.
A Masters Degree in the relevant field applied for will be an added advantage.
Senior management course or strategic leadership development programme will be an added advantage
Duties and Responsibilities
The County Chief officer shall be the authorized officer in respect of exercise of delegated power and shall be responsible to the respective County Executive member for:-
The Administrative of a County Department.
Implementation of Policies and Development Plans.
Development and Implementation of Strategic Plans.
Formulate and Implement effective programs to attain Vision 2030 and Sector goals.
Promote national Values and Principles of Governance and Values and Principles of Public Service.

Duties and Responsibilities
Coordinating the management and supervision of general administrative functions.
Developing policies and plans.
Coordinating developmental activities to empower the community.
Providing and maintaining infrastructure and facilities of Public Services.
Maintaining sub County Public Service.
Facilitating and coordinating officers participation in development policies and plans and delivery of service.
Ensuring effective service delivery.
Exercising any function and powers as may be delegated by the County Secretary.
Requirement for Appointment
Be a Kenyan Citizen.
Be a holder of at least a first degree from a University recognized in Kenya.
Working Experience of not less than Ten (10) years in administration or management in public or private sector or non-governmental organization.
Satisfy the requirements of Chapter Six of the Constitution.
Terms of Service:
Permanent and Pensionable. Basic Salary: 89,748 – 123 748 p.m. House Allowance: 20,000 p.m. Commuter Allowance: 14,000 p.m. Annual leave allowance p.a. Medical cover.

Duties and Responsibilities
Coordinating, managing and supervising the general administrative functions in the ward unit.
Implementing policies and plans.
Ensuring effective service delivery.

Providing and maintaining infrastructure and facilities of Public Service.
Facilitating and coordinating citizen participation in the implementation of policies and delivery of service.
Exercising any functions and powers as may be delegated by the County Secretary.
Requirements for appointment
Be a Kenyan Citizen.
Be a holder of at least a Diploma with Seven (7) years experience in supervision or a first Degree from a University recognized in Kenya with working experience of not less than Five (5) years in administration or management.
Satisfy the requirements of Chapter Six of the Constitution.
Terms of Service:
Permanent and Pensionable. Basic Salary: KSh.48,190 – 65,290 p.m. House Allowance Ksh.17,000 p.m. Commuter allowances Ksh.8,000 p.m. Annual leave allowance p.a., Medical cover.
Head Of County Treasury (Accounting)
(1 Post) – Job Group P
The Head of County Treasury (Accounting) will be responsible to the Principal Finance Officer for efficient management of accounting services.
Duties and Responsibilities
Advising County Government on Accounting matters.
Implementing approved Government Accounting standards by the executive committee member.
Designing and developing County Accounting systems.
Providing advice to County Government reporting formats.
Providing a link between County bodies on matters relating to Public Sector Financial reporting.
Developing guidelines for County accounting staffing levels and training to ensure technical competence.
Participate in County policy committees.
Oversee the implementation of the approved accounting standards, policies & concepts to ensure compliance.
Undertake capacity building for staff at the County level.
Ensure proper banking arrangements are in place between County Government, CBK and control the operations of the County Exchequer Account.
Oversee the Accounting operations of the sub counties.
Requirements for Appointment
Have served in the grade of Principal Accountant, Job group N in the Civil Service and above or in a comparable and relevant position in the private sector or Local Authority for a minimum of Five (5) years.
Have a Bachelor of Commerce Degree Finance or Accounting or its approved equivalent.
Must be a Certified Public Accountant of Kenya CPA(K)
Have shown exemplary leadership qualities.
Satisfy the requirements of Chapter Six of the Constitution.
MBA in Finance, Accounting, Banking etc, will be an added advantage

Head of County Supply Chain Management
(1 Post) Job Group P
The Officer at this level will be responsible to the Chief Officer – Finance for the efficient management of supply chain management services in the county.
Duties and Responsibilities will include
Policy implementation and interpretation on supply chain management.
Advising the Chief Officer on matters relating to supply chain management.
Issuing administrative guidance on implementation and interpretation of Public procurement and Disposal Act, 2006, regulations and other statues.
Introducing modern inventory management techniques and approaches.
Implementing e-government procurement strategies.
Interpreting international trade agreements/policies related to procurement.
Providing over sale guidance on framework and consortium buying, providing guidance on Public Private partnerships and concessioning in infrastructure and specialized services.
Partnerships in County Government asset management.
Implementing inventory management information system
Providing guidance on procurement policies and procedures
Liaising with other finance management functions on issues of procurement
Providing overall guidance on contract design and management
Providing guidance on disposal of County Government inventory and other assets
Undertaking capacity building of staff at County level
Advising on quality assurance on goods, works and services
Management, training and development of supply chain personnel and
Representing the Chief officer in relevant meetings on procurement matters.
Requirements for Appointment
Have served in the supply chain management for Eight (8) years in the civil service or a comparable and relevant position in the Public Service and
Have a Diploma in Supplies Management or its approved equivalent from a recognized university
Have a Bachelor’s Degree in any of the following – commerce, business, Administration, Economics, Procurement and supplies management Economics, marketing, or the equivalent from a recognized university.
Masters Degree in any of the following: Logistics and supply chain management, procurement and supply chain management, procurement and supplies management will be an added advantage.
Have shown merit and ability as reflected in work performance and results
Have shown exemplary leadership qualities

Head of County Revenue Collection/County Revenue Officer
(1 Post) Job Group P
Revenue is the primary enabler of County Government operations. Article 175 (b) of the Constitution envisages that: County Governments shall have reliable sources of revenue to enable them to govern and deliver services effectively.
The County Revenue Officer will responsible to Chief Officer responsible for Finance (County Treasury) and will supervise staff of the revenue division.
This is a responsible managerial position that entails thinking at the strategic level, collaboration across the levels of government, networking, team leadership; facilitation and overall coordination of operations.
The officer will be expected to:
Duties and Responsibilities
Implement national policies and statutory regulations on revenue
Implement county policies and County regulations on revenue, develop and implement a plan to create demand and achieve revenue growth.
Design effective, efficient and secure systems of collecting revenue
Identify and rate economic potentials of new revenue streams
Advise the relevant county committee on matters of revenue on a regular basis
Project revenue trends for planning purposes and decision making purposes
Undertake revenue collection for national government under special arrangements
Maintain schedules for sources of revenue outside the County
Devise ways to motivate those who pay rates, fees, charges etc
Develop and deploy revenue staff within the county
Set broad performance targets in collection of revenue, prepare monthly reports on revenue collection and deposits to relevant county accounts.
Set up an effective mechanism for monitoring and ensuring system integrity and security.
To carry out regular cross training between the revenue co-coordinators/sub county heads to ensure that everyone within the division is able to deal with all clients efficiently.
Undertake periodic surveys to determine feasibility in revenue collection
Build customers confidence and be committee to increasing customers satisfaction and take proactive approach to customer service.
Requirements for Appointment
Have served for at least Five (5) years in a challenging public service or private organization
Have a Bachelor of Commerce Degree (Finance or Accounts option)
Have Computer Applications relevant to financial management
Have thorough knowledge of Chapter Six of the Constitution.
Must be a certified public accountant CPA (K)
Masters Degree in Business Administration (MBA) will be an added advantage
Ability to motivate and lead teams
Ability to innovate and create
Senior Management Course or Strategic Leadership Development Programme an added advantage
Ability to work long hours
Thorough knowledge of Chapter 5 of the Constitution
2 referees who must be prominent public servants (not politicians)
Satisfy the requirements of Chapter Six of the Constitution.
