County Public Service Board
Busia County is one of
the 47 counties established under Article 176 of the Constitution and
the First Schedule to the Constitution of Kenya, 2010.
Article 235 of the
Constitution provides for the staffing of County Governments and Section
57 of the County Governments Act No. 17 of 2012 establishes the County
Public Service Board.
The duties and responsibilities of the County Public Service Board include the following:
- Establish and abolish offices in the County Public Service.
- Appoint persons to hold or act in the office of County Public Service including in the Boards of urban areas within the county and to confirm appointments.
- Exercise disciplinary control over and remove, persons holding or acting in those offices as provided for under the law.
- Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
- Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010;
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service;
- Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emoluments in the county.
- Advise the County Government on Human Resource Management and Development;
- Advise County Government on implementation and monitoring of the National Performance Management system in the County.
- Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for County public service employees.
In accordance with the
above provisions, the Office of the Governor Busia County, announces the
following vacancies in the County Public Service Board to serve for a
non-renewable term of six (6) years.
1. Chairperson, County Public Service Board

Requirements and Competencies:
For appointment to this position, the person should:
- Be a Kenyan citizen.
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than ten years in Administration and Management.
- Demonstrate experience in Human Resource Management.
- Satisfy the requirements of Chapter Six of the Constitution on Leadership and Integrity.
- Understand the diversity within the County.
- Be a visionary and strategic thinker.
- Have capacity to work under pressure to meet strict deadlines.
- Be a team player.
NB: Masters Degree in a relevant field and computer literacy will be an added advantage.
2. Member, County Public Service Board

For appointment to this position, the person should:
- Be a Kenyan citizen.
- Be in possession of a first degree from a University recognized in Kenya.
- Have a relevant working experience of not less than ten years in the relevant field.
- Demonstrate experience in Human Resource Management and Administration.
- Satisfy the requirements of Chapter Six of the Constitution on Leadership and Integrity.
- Understand the diversity within the County.
- Have capacity to work under pressure to meet strict deadlines.
- Be a team player.
NB: Masters Degree in a relevant field and computer literacy will be an added advantage
3. Secretary, County Public Service Board

For appointment to this position, the person should:
- Be a Kenyan citizen.
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than five years.
- Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
- Understand the diversity within the County
- Be a Certified Public Secretary of good professional standing.
- Be visionary and a strategic thinker.
- Have capacity to work under pressure to meet strict deadlines.
- Be a team player.
NB: Masters Degree in a relevant field and computer literacy will be an added advantage
