1. County Executive Committee Members
10 Posts
Gross monthly remuneration: Kshs 225,000 x18, 750 p.a. -243,750 xl 8,750 p.a.-262,500 x18,750 p.a. - 281,250 x18,750p.a.-300,000. (Other accruing benefits for these posts are contained in the Kenya Gazette,Vol.CXV-NO. 33 dated 1st March, 2013).
The ten posts will be one for each of the following portfolios:
- Finance and Economic Planning
- Agriculture and Livestock
- Environment and Natural Resources
- Health Services
- Education, Culture and Social Services
- Physical Planning and Housing
- Public Works and Utilities
- Public Services
- Trade and Industry
- Roads and Transport
A person may be appointed as a member of the County Executive Committee if that person -
(a) Is a Kenyan Citizen;
(b) Is a holder of at least a relevant first degree from a University recognized in Kenya:
(c) Satisfies the requirements of Chapter Six of the Constitution.
(d) Has Knowledge,
experience and distinguished career of not less than five (5)Years in
the field relevant to the portfolio of the department to which the
person is being appointed.
(e) A member of the County Executive Committee shall not hold any other state or Public Office.
Functions of the Executives committee member.
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee
member shall:

(a) Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County:
(b) Perform any other functions conferred on it by the Constitution or national legislation: and
(c) Carry out function incidental to any of the assigned functions.
(d) In the performance of
its functions, a County Executive Committee shall have power to
determine its own programme of activities and every member of the
Committee shall observe integrity and disclosure of interest in any
matter before the Committee.

Qualifications and Requirements
For appointment to this position the candidate must:
a) Be a Kenyan citizen.
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
c) Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and integrity.
d) Have knowledge and a working experience of not less than ten years in Administration and Management.
e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
f) Not be a public or state officer.
g) Understand the diversity within the county.
h) Be capable to work under pressure to meet strict deadlines.
i) Be a visionary and strategic thinker.
j) Be committed to be part of a team that will enable the county government achieve her vision.
Duties and Responsibilities
- Establish and abolish offices in the County Public Service.
- Appoint persons to hold or act in office of Public County Offices including in the boards of urban areas within the county and to confirm appointments.
- Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.4. Prepare regular reports for submissions to the County Assembly on the execution of the functions of the Board.
- Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service.
- Facilitate the development of coherent, integrated Human Resource planning and budgeting for personnel emolument in the county.
- Advice the county government on human resource management and development.
- Advice the county government on implementation and monitoring of the national performance management system in the county.
- Make recommendations to the salaries and remunerations commission on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.

b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
c) Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and integrity.
d) Have knowledge and a working experience of not less than five years.
e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
f) Not be a public or state officer.
g) Understand the diversity within the county.
h) Be capable to work under pressure to meet strict deadlines.
i) Be visionary and a strategic thinker.
j) Be committed to be part of a team that will enable the county government achieve her vision.
k) Be a Certified Public Secretary of good professional standing.

b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be added advantage)
