Pursuant to the
provisions of the constitution of Kenya 2010 articles 179, 183, and
County Government Act No.17 of 2012, The Office of His Excellency the
Governor, Uasin Gishu County, wishes to recruit competent and qualified
persons for the position of Chairperson, Member and Secretary to Uasin
Gishu County Public service Board and County Executive Committee.
County Public Service Board
Duties and Responsibilities of the Board
a) Establish and abolish offices in the County Public Service.
b) Appoint persons to
hold or act in office of public County offices including in the boards
of urban areas within the County and to confirm appointments.
c) Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
d) Prepare regular reports for submissions to the County Assembly on the execution of the functions of the Board.
e) Promote in the County
Public Service the values and principles referred to in the Articles 10
and 232 of the Constitution of Kenya 2010.
f) Evaluate and report to
the County Assembly on the extent to which the values and principles
referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are
complied with in the County Public Service. Facilitate the development
of coherent, integrated Human Resource planning and budgeting for
personnel emolument in the County.
g) Advice the County government on human resource management and development.
h) Advice the County Government on implementation and monitoring of the national performance management system in the County.
i) Make recommendations
to the Salaries and Remuneration Commission on behalf of the County
Government, on the remuneration, pensions and gratuities for County
public service employees.

Qualifications and Requirements
For appointment to this position the candidate must:
a) Be a Kenyan citizen
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be an added advantage).
c) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity.
d) Have knowledge and a
working experience of not less than ten years in Administration and
Management five years of which should have been in a top management
position in the public service or private sector.
e) Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
f) Demonstrate thorough understanding of the organization and functions of national and county government
g) Be a visionary and strategic thinker.
h) Be committed to be part of a team that will enable the County Government achieve her vision.
2. Secretary of the County Public Service Board

Qualifications and Requirements
For appointment to this position the candidate must:
a) Be a Kenyan Citizen;
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be an added advantage)
c) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity;
d) Have knowledge and a
working experience of not less than five years, two of which must have
been in a leadership or top management position.
e) Demonstrate thorough understanding of the organization and functions of national and county government
f) Be a professional who demonstrates absence of breach of the relevant professional code of conduct;
g) Be capable to work under pressure to meet strict deadlines;
h) Be visionary and a strategic thinker;
i) Be committed to be part of a team that will enable the County Government achieve her vision;
j) Be a Certified Public Secretary and a member of ICPSK of good professional standing.

For appointment to this position the candidate must:
a) Be a Kenyan citizen;
b) Be a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be an added advantage);
c) Satisfy the requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership and Integrity;
d) Have knowledge and a working experience of not less than five years in Administration and Management;

Terms of Service
A chairperson and member
of county public service board will serve for a non renewable term of
six years and may serve on part time basis.
The secretary to the board shall hold office for a term of five years renewable once, subject to satisfactory performance.
This is a fulltime job
NB: remuneration and benefits for the above posts shall be set by the Salaries and Remuneration Commission
4. County Executive Committee Members
10 Posts
Gross monthly remuneration: Kshs.225,000 x18,750 p.a. -243,750 x18,750 p.a.-262,500 x18,750 p.a.-281,250 x18,750 p.a.-300,000.
The ten posts will be in one of the following Portfolios:
- Information, Communication and e-government
- Lands, Housing and Physical Planning
- Environment, Energy, Water and Natural Resources
- Agriculture, Livestock Development and Fisheries
- Education, Culture, Youth Affairs, and Social Services
- Trade, Industrialization, Tourism and Wildlife management
- Public Service Management
- Roads, Public Works and Transport
- Finance and Economic Planning
- Health Services
For appointment to the Position of County Executive Committee Member, a person should:
a) Be a Kenyan Citizen;
b) Be a holder of at
least a relevant first degree from a University recognized in Kenya;(A
masters degree will be an added advantage)
c) Be a member of good standing in the relevant professional body
d) Satisfy the requirements of Chapter Six of the Constitution;
e) Have knowledge,
experience and distinguished career of not less than five (5) years in
the field relevant to the portfolio of the department to which the
person is applying for.
f) Demonstrate thorough understanding of the organization and functions of national and county government
Functions of the Executive Committee Member
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee Member shall:
a) Supervise the administration and delivery of services In the County and all decentralized units and agencies in the County;
b) Perform any other functions conferred by the Constitution or national legislation: and
c) Carry out function incidental to any of the assigned functions;
d) Shall observe integrity and disclosure of interest in any matter before the Committee.
