In line with the
Constitution of Kenya 2010 and the County Government Act No 17 0f 2012
(section 57) the County Government of Kirinyaga wishes to establish the
County Public Service Board which will perform the following duties and
responsibilities;
- Establish and abolish offices of the County Public Service.
- Appoint persons to hold or act in Public County Offices including in the boards of urban areas within the County and to confirm appointments.
- Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
- Prepare regular reports for submission to the County Assembly on the execution of the functions of the board.
- Promote in the County Public Service the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010.
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the constitution of Kenya 2010 are being complied with in the County Public Service.
- Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county.
- Advice the County Government on human resource management and development.
- Advice the County Government on implementation and monitoring of the National performance management system in the County.
- Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees.
The County Government therefore wishes to recruit the following to the Board
1. Chairperson of the County Public Service Board
Duties and Responsibilities
Chairperson will be in charge of Kirinyaga County Public Service Board.
Specific duties and responsibility will be to:
- Provide strategic leadership and policy direction for the Board;
- Establish and appoint offices in the County Public Service;
- Exercise disciplinary control over and remove persons holding or acting in these positions;
- Promote values and principles spelt out in Article 10 and 232 of the Constitution of Kenya in the operations of the Department;
- Advise County Government on human resource management and development issues;
- Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government on the remuneration, Pensions and gratuities for County public service employees; and
- Maintain effective collaboration and partnership with other organs of Central and County Government amongst other duties.
Requirements and Competencies
For appointment to this position, the person should:
- Be a Kenyan citizen.
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than ten years in administration and management.
- Satisfy the requirements of chapter six of the Constitution on leadership and integrity.
- Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
- Not be a public or state officer.
- Understand the diversity within the county
- Be a visionary and strategic thinker.
- Have the capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve its vision.
NB A Masters degree will be an added advantage
2. Secretary of County Public Service Board
1 Post
Duties and Responsibilities
A Secretary shall be the Chief Executive officer and head of secretariat.
Specific duties and responsibilities will be:
- Provide strategic leadership for effective delivery of Board mandate as per mission, vision and strategic plan;
- Oversee management of the finances, preparation and submission of the Board annual Plans, Programmes and estimates;
- Make regular reports for submission to the County Assembly on the execution of the functions of the Board;
- Execute decisions of the board
- Day to day administration of the Secretariat and welfare of staff;
- Perform any other duty as may be assigned by the board from time to time.
Requirements and Competencies
For appointment to this position, the person should:
- Be a Kenyan citizen.
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than five years in administration and management.
- Satisfy the requirements of chapter six of the Constitution on leadership and integrity.
- Be a certified Public Secretary of good professional standing who demonstrates absence of breach of the relevant professional code of conduct.
- Not be a public or state officer.
- Understand the diversity within the county
- Be a visionary and strategic thinker.
- Have the capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the County Government achieve its vision.
NB: A Masters degree will be an added advantage
3. Member of County Public Service Board
4 Posts
Duties and Responsibilities
A member is responsible to the Chairperson of the Board.
In addition to assisting
he/she to perform duties listed in his/her profile, other specific
duties and responsibilities will be to:
(i) Regularly attend and participate in board meetings and committee meeting where applicable;
(ii) Read, review and
make decisions on requests, board minutes, annual reports, other
reports, plans, policies presented before it ;and
(iii) Perform any other duty as assigned by the chairperson from time to time
Requirements and Competencies
For appointment to this position, the person should:
- Be a Kenyan Citizen
- Be in possession of a first degree from a University recognized in Kenya.
- Have a working experience of not less than five years.
- Satisfy the requirement of chapter six of the constitution on leadership and integrity.
- Be a professional who demonstrate absence of breach of the relevant professional code of conduct.
- Not be a Public or State officer
- Understand the diversity within the County
- Be visionary and a strategic thinker.
- Capacity to work under pressure to meet strict deadlines.
- Be committed to be part of a team that will enable the county Government achieve her vision.
NB: Masters Degree will be an added advantage.
4. County Executive Committee Members
9 Posts
In line with the
Constitution of Kenya 2010 (Article 179(2) (b), (Article 183) and the
County Government Act No 17 0f 2012 (section 34), the office of The
Governor also wishes to recruit competent and qualified persons to fill
the above positions which comprises 9 posts in the following portfolios:
- Finance, Economic Planning and Marketing.
- Agriculture, Livestock, Veterinary and Fisheries.
- Medical Services, Public Health and Sanitation.
- Environment and Natural Resources.
- County Transport and Public Works.
- Education, Youth Affairs and Sports.
- Cooperative Development , Tourism, Trade, Industry and Enterprise Development:
- Physical Planning and Housing
- Culture, Social services, and Gender
A person may be appointed as a member of the County Executive Committee if that person:
a) Is a Kenyan Citizen from Kirinyaga County ;
b) Is a holder of at least a relevant first degree from a recognized University in Kenya
c) Satisfies the requirement of Chapter Six of the Constitution
d) Has knowledge,
experience and distinguished career of not less than 10 years in the
field relevant to the portfolio of the department to which the person is
being appointed
e) A member of the County Executive Committee shall not hold any other state or Public Office
Functions of the Executive committee member:
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee member shall:
a) Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County
b) Perform any other functions conferred on it by the Constitution or national legislation;
c) Carry out functions incidental to any of the assigned functions;
d) In the performance of
its functions, a County Executive Committee shall have power to
determine its own programme of activities and every member of the
Committee shall observe integrity and disclosure of interest in any
matter before the committee
