Who we are
Somalia’s over two decade of humanitarian crisis further deepened in July 2011 with the declaration of famine in 6 regions of the South.
The country’s population needed urgent humanitarian assistance and livelihood support due to persistent shocks, including inflation, drought, conflict, and massive displacement that eroded households’ coping capacities of the affected communities.
As of February 2012, 2.34 million people remain in crisis, with 73% (1.7 million) residing in the southern regions, where humanitarian access remain very limited.
Oxfam GB through Hijra, a local implementing partner is currently implementing a WASH programme reaching 366,927 (214,761 in Ceelasha and Xawa Abdi along Afgooye Corridor in Lower Shabelle region and 152,166 in Mogadishu) people and Cash program reaching approximately 87,836 people in Mogadishu.
The role
In coordination with the programme team, this role will provide overall leadership in planning, coordination, proposals writing and preparation of budget, narrative reporting and financial accounting for both Oxfam GB and donors in appropriate formats and managing the relationship with the local implementing partner.
The post holder will also be involved in strengthening the capacity of the partner organization to ensure effective implementation of programme activities to timely meet the needs of target beneficiaries.
It will also involve collecting information from a wide range of well-defined sources, supporting monitoring and evaluation, learning and resolving diverse and sometimes complex problems.
He/she will ensure that all work is carried out in a waythat is sensitive to community needs and gender issues, and in particular promote the full and equal participation of women in all aspects of the programme work.

What we are looking for
- The successful candidate must have significant experience in emergency and development work, and an understanding of relevant humanitarian and policy issues.
- The person will have vast understanding of and experience with Somali culture and context, capacity building and partnership approaches, analytical and strategic planning skills.
- He/she must demonstrate confident representation skills, proven coordination, influencing and negotiating skills, excellent teamwork skills and the ability to build good relations with both internal and external audiences.
- Strong project management skills from institutional donors such as CIDA, ECHO, DFID, and UN
- agencies, sound understanding of institutional funding policies and NGO programming in emergencies and development environments are essential.
- Excellent sense of security management is a requirement.
- The person must also have good communication skills and demonstrable ability to prioritize tasks.
