The Central Bank of Kenya hereby invites applications from suitably qualified, experienced and self-motivated ITprofessionals with excellent credentials to fill the following vacancies in the Information Management Services (IMS) Division and the Deposit Protection Fund (DPF) Board.

I. Positions at the Information Management Services Division

Oracle Applications Developer

Deadline: 5th February, 2013

He/She shall be charged with the responsibility of developing Oracle Enterprise Resource Planning (ERP) applications, bespoke oracle interfaces and software components.

Key Duties & Responsibilities
  • Capture user requirements, create design documentation and perform impact analysis across the various e-business modules.
  • Design, develop, test, deploy and maintain customized Oracle Applications (Forms, Reports, PL/SQL, Discoverer queries).
  • Customization of Oracle applications according to Oracle’s customization methodology.
  • Participate in the development and maintenance of interfaces to and from the Oracle E-Business Applications.
  • Support new and existing application development by creating modifications and enhancements for Oracle ERP applications and perform high level system design.
  • Provide training and support on oracle ERP modules and development tools.
  • Recommend improvements to existing Technical and Business processes.
  • Create test plans, test cases, test scripts and perform technical unit testing.
  • Work with existing systems to track and manage Change requests and user issues.
  • Perform root cause analysis for recurring incidents, design and execute test plans.
  • Provide training and support on oracle ERP modules and development tools.
  • Create and maintain system documentation.
Minimum Requirements
  • Degree in Computer Science or technical related field.
  • At least 3 years experience with business requirements gathering/analysis and Oracle application development tools including Oracle 10g Forms customization, Oracle Workflow, Oracle 10g Reports, XML or BI Publisher, Oracle Application framework Customizations and Personalization, AME.
  • Ability to produce quality technical specifications and software and able to perform and document test and validation procedures.
  • At least 2 years demonstrated experience in SQL and PLSQL, Oracle Forms, Reports and AOL (Oracle application Object Library) Scripting.
  • At least 2 years demonstrated experience working with Oracle E-Business Suite R12 modules such as HRMS, GL, AP,AR, PO and FA.
  • At least 2 years development in Java using Jdeveloper or Eclipse.
  • Understanding of system development life cycle processes.
  • Must have excellent verbal and written communication skills.
  • Strong problem solving and analytical skills.
T24 Technical Analyst/ Application Developer
Deadline: 5th February, 2013

He/She shall be charged with the responsibility of developing applications in or to interact with the Bank’s Temenos T24 applications.

Key Duties & Responsibilities
  • Use of jbase/java to develop or to interface with T24 applications.
  • Recommend improvements to existing T24 technical and business processes in order to meet the Bank’s requirements.
  • Translate the business needs and Requirement Specifications into Design Specifications.
  • Develop program/code from Design Specifications to good quality Software and in conformance to system development standards.
  • Work closely with IT Security to ensure that applications are well secured.
  • Work closely with third party vendors to assess vendor proposals and recommendations
  • Specifying and ensuring application controls are incorporated during design of the software in order to check on risk exposure.
  • Documenting system developments in accordance to the application development policy.
  • Create test plans, test cases, test scripts and perform technical unit testing.
  • Work with existing systems to track and manage Change requests and user issues.
  • Perform root cause analysis for recurring incidents, design and execute test plans.
Minimum Requirements
  • Degree in Computer Science or technical related field.
  • At least 3 years’ experience in application development.
  • Demonstrated in depth Java development experience.
  • Demonstrated in depth T24/JBASE development experience.
  • Demonstrated understanding/knowledge of Linux/Unix Operating Systems.
  • Certification in programming.
  • Demonstrated experience working on/developing web or mobile application will be an added advantage
  • Possess excellent communication, negotiation, presentation and interpersonal skills.
Website Developer/Administrator

Deadline: 5th February, 2013

He/She shall be charged with the responsibility of supporting the Bank’s modernization effort through development and administration of web applications using SharePoint and other standard web application platforms.

Key Duties & Responsibilities
  • Design, develop, test, and integrate new functionalities within the Office SharePoint and other standard web platforms
  • Develop work flows to automate manual processes using SharePoint.
  • Provide ongoing maintenance and updates to the SharePoint portal and other Bank websites Follow web design, development and security best practices
Minimum Requirements
  • Degree in Computer Science or technical related field.
  • At least three years of experience website/intranet development and administration
  • At least two years of experience building and creating SharePoint sites and one year of experience programming with VB.Net and/or C#.
  • Microsoft SharePoint Certification and knowledge in development of applications for mobile devices will be an added advantage
Systems Administrator

Deadline: 5th February, 2013

He/She shall be charged with the responsibility of providing technical analysis, installation, maintenance, and modification of the Bank’s UNIX based computing systems.

Key duties and responsibilities
  • Administering, configuring and troubleshooting UNIX (IBM AIX) based servers to support 24/7 data availability of key systems
  • Troubleshooting, problem resolution and escalation of systems issues
  • Perform necessary upgrades and system patching and end of day procedures
  • Participate in designing, setting up, implementing and testing business continuity and disaster recovery installations within the Bank
  • Operations of backup tools and testing of disk and data recovery solutions
  • Use system management tools to investigate, diagnose and resolve system problems within service level agreements
  • Maintenance of systems documentation and procedures
  • Implement and maintain system standards and procedures
  • Technical support for assigned Bank initiatives and projects
Minimum Requirements
  • Degree in Computer Science or equivalent.
  • At least 2 years UNIX experience
  • At least 2 years of systems administration experience in a UNIX high availability environment
  • UNIX System Administration qualification/experience specific to IBM AIX is an added advantage
  • Excellent communication and organizational skills, and ability to effectively interact with all levels of the organization
  • Ability to work in large multi-disciplinary teams.
II. Positions at the Deposit Protection Fund

Systems Developer

Deadline: 5th February, 2013

The Systems Developer’s role is to design, develop, and implement organizational information systems and software applications. 
The Systems Developer is also responsible for maintaining, supporting, and upgrading existing systems and applications. 
This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her development team on issues related to the design, development, and deployment of mission-critical information and software systems.

Responsibilities
  • Manage the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise.
  • Ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues.
  • Provide direction for the application development team in support of business operations. Identify and resolve program errors.
  • Review and analyze existing applications’ effectiveness and efficiency, and then develop strategies for improving or leveraging these systems.
Requirements
  • University degree in information systems, information technology or computer science. Certified as a Microsoft Certified Professional or equivalent.
  • 4 years direct experience in software development and/or programming design and systems management.
  • Direct, hands-on experience with automated software and system management tools.
  • Extensive experience with core software applications especially major ERP systems Technically fluent in programming languages, including Java and Visual Basic .NET.
  • Excellent written and oral communication skills. Excellent listening and interpersonal skills. Highly self-motivated and directed.
  • Keen attention to detail.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment. Experience working in a team-oriented, collaborative environment.  
Systems Administrator

Deadline: 5th February, 2013

The Server Administrator’s role is to design, install, administer, and optimize company servers and related components to achieve high performance of the various business applications supported by tuning the servers as necessary. 
This includes ensuring the availability of client/server applications, configuring all new implementations, and developing processes and procedures for ongoing management of the server environment. 
Where applicable, the Server Administrator will assist in overseeing the physical security, integrity, and safety of the data center/server farm.

Responsibilities
  • Develop strategies for client/server implementations; architect the infrastructure required to support those strategies.
  • Act as project lead in the design and review of new server systems, applications, and hardware; conduct capacity planning as needed.
  • Coordinate and collaborate with network engineering, business application, and database administration function to ensure availability, reliability, and scalability of corporate servers to meet business demands.
  • Manage enterprise directory services and supporting server infrastructure.
  • Develop and maintain training materials and server documentation.
Requirements
  • University degree in information systems, information technology or computer science.
  • At least five years’ equivalent work experience in a senior technical analytical position responsible for managing server environments.
  • MCSE and/or Linux/Unix Certifications.
  • Advanced knowledge of at least 3 of the following: Windows Server, RedHat, Linux, Exchange, SQL, IIS, Proxy, Apache, Squid, , Site Server, ASP, or XML.
  • Experience with server performance tuning and monitoring tools. Working technical knowledge of scripting code using Perl, CGI, C, and shell scripting tools.
  • General knowledge of storage technologies such as SAN or NAS, as well as Active Directory.
  • Good written and oral communication skills; good interpersonal skills. Ability to effectively prioritize tasks in a high-pressure environment.
