Radio Planning Optimization, Team Manager

Reporting to the Senior Manager  Radio Planning & Optimization RND Nairobi; the holder of the position will be in charge of Coordination of New sites planning; Capex management; People Management; Vendor Opcos relationships; Project management; Frequency plan management and guideline review; Managing Network Upgrade plans and traffic modeling; Nominal Cell planning and strategy guidelines; Coordinate testing and activation of new Features and Continuously monitor and advice on technological trends and best practices.

Key Responsibilities
  • Prepare accurate and timely equipment forecast for capacity Upgrades. Evaluate cost- benefit analysis for all capital spending on tools and equipment.
  • Nominal site planning: (UMTS/GSM/LTE).
  • Define need for capacity, coverage and quality sites. Coordinate timely release of all new sites plans.
  • Ensure redesigns, integration parameters and BTS signoffs are issued in time.
  • Post-debar site evaluation to ensure optimal performance of all new sites.
  • Manage the regional team to optimize the radio network to the agreed capacity KPI’s.
  • Manage regional and inter frequency planning.
  • Provide equipment forecasting input, prepare accurate traffic model, plan and coordinate implementation of capacity upgrade plans.
  • Actively Participate in conferences, workshops, user groups, with relevance to planning . Always liaised with vendors on equipment roadmaps and new techniques etc.
  • Prepare training/ presentation on all key features learned in such workshops.
  • Manage trial test for new features borrowed from such conferences. Liaise with Vodafone Opcos and partner markets on planning best practices.
  • Coordinate documentation of key planning procedures.
  • Manage standardization of Vendor rules and standards.
  • Prepare project plans for all major projects.
  • Coordinate individual team members activities in a project to ensure timely delivery of project milestones and objectives.
  • Participate in formulation of frequency planning guidelines and strategies and coordinate with optimization teams on periodic review of frequency plans for both existing and new sites.
  • Coordinating/participate trial in tests for new features, analyzing the effect of such features in the network and initiate the necessary amendments to the performance tools to ensure accurate reporting of statistics.
  • Participate and Coordinate MSV's, SAV's and indoor sites.
  • Release of Search areas, joint surveys etc. Issue appropriate alternative/replacement nominal as require.
  • Coordinate and approve required site sharing with other MSP. Participate in guidelines formulation and process review from time to time.
  • Ensure site sharing as far as possible to reduce on our capex/opex.

Minimum requirements
  • Degree in Electrical Engineering or Electrical Science, with an emphasis in Radio communications.
  • 3 years experiences in telecommunications with 2 years minimum hands–on experience in Radio Network Optimization, one of which must be in leading a major optimization program for rural and urban centers.
  • In depth knowledge of traffic modeling techniques.
  • Proficiency in use of planning tools and drive test analysis software.
  • Knowledge of 3G technology is a prerequisite.
