Salary Range: 
GBP 25,094 – 33,939 net (take home pay) per annum; Oxfam will meet the tax and social security liabilities of the post holder in addition to the net salary.

The Horn, East, and Central Africa (HECA) Region is the largest region within Oxfam, covering 8 countries, including Ethiopia, Tanzania, Kenya, Somalia, Democratic Republic of Congo, South Sudan, and Uganda. 
The Regional Centre is based in Nairobi and is mandated to provide leadership and support to the Oxfam country programmes in delivering their strategies within the context of programme quality, and efficiency.

The role
  • Compile/provide regional analysis and updates on evolving food security situation using livelihood zones and the principles of HEA for context analysis and forecasting, and IPC for mapping and situational analysis, and sharing appropriately within OGB through contributions to the HECA Regional Learning Group.
  • Advise the OGB team of changing trends (shifts from typical events occur and outlining the degree of change and consequences) to enable planners to identify when normal planning should replace ‘scale up’.
  • Play a focal point role in the regional food security and livelihoods group to ensure coordinated response from regional staff across humanitarian, media and campaigns staff on relevant issues
  • Link up with relevant global advisers in Oxford on EFSL, risk reduction and adaptation, social protection and agriculture to ensure technical support available to countries where needed and to feed into organizational policy and practice in these areas.
  • Establish and maintain an ongoing understanding of the current capacity of focus country teams to analyze vulnerability and risks to food and livelihood security and design appropriate EFSL responses
What we’re looking for
  • Master’s qualification in related area (rural development, livelihoods, agriculture etc)
  • Significant experience of technical leadership on food security and livelihoods issues in Horn and East Africa, including working with pastoral populations
  • Disaster risk reduction and humanitarian programme experience essential, ideally within the NGO context
  • Ability to demonstrate excellent analytical and critical thinking
  • Proven ability of understanding and applying issues related to gender and HIV/AIDs in development and humanitarian contexts
  • Experience of policy briefs and providing inputs to media and campaigns materials
  • Experience of evaluating the impact of livelihoods interventions and of the analytical principles that structure household economic analysis and sustainable livelihoods
  • Proven commitment to working to reduce poverty and suffering.
  • Sectoral experience working in the financial sector or in ICT programme development
